Bug Bounty Programs: When They Pay Off, and When They Burn You.

A bug bounty is not a substitute for a security program. It is a public stress test that punishes you for things you have not fixed. Knowing when to launch one (and when to delay) is the difference between signal and noise.

Bug bounty programs sound great in a board deck. Tap the global researcher community, pay only for confirmed bugs, demonstrate openness to disclosure. The reality of running one for the first 12 months is usually different: a triage team buried under low-quality reports, a payout budget that ran out in March, and an internal engineering team that has stopped reading the security tickets because they keep getting duplicates.

We have helped clients launch bounty programs and helped others shut them down. The successful ones share a pattern. The failed ones share a different pattern.

When a bounty program pays off

  • You already have a mature internal AppSec function: SAST, DAST, dependency scanning, regular pentest cadence, and code review. The bounty catches what internal scanning misses.
  • You have triage capacity to respond to reports within 48 hours with a real human. A delayed response on a real bug is how researchers go public.
  • You have a remediation pipeline that can patch and ship in days, not quarters. A bounty program that takes 6 months to fix a critical bug is not a security program.
  • The product surface is large and constantly changing. Bounty researchers re-test the same surface across releases. They catch regressions internal teams miss.
  • You have legal and procurement willing to handle the safe-harbor language, the W-9 / tax forms, the cross-border payments.

When it backfires

The pattern of failure we see most: company launches bounty before fixing the long tail of known issues. Within two weeks, the program is paying out for things internal pentest already flagged but never got prioritised. Within a month, the queue is full of duplicates and low-severity reports the triage team cannot triage. Within three months, the budget is gone and the queue is still growing.

A second failure mode: launching with a scope that is too broad. 'All bipi.com domains' includes the marketing site, the WordPress blog, the documentation portal, and 14 acquired sub-brands. Researchers report bugs in every one. Most are out of your control to fix.

If your internal pentest backlog has critical and high findings older than 60 days, do not launch a bounty. You will pay external researchers to find what you already know.

What to do before launching

  1. Close the internal pentest backlog first. Every critical and high gets remediated or formally accepted with a documented exception.
  2. Run a private bounty for 30-90 days with 5-15 invited researchers before going public. Same rules, much smaller volume, lets you tune triage capacity.
  3. Define scope precisely. Specific subdomains, specific functionality. Out-of-scope is everything not explicitly listed.
  4. Set a payout matrix that aligns to severity, not vulnerability class. P95 of payouts should be in the $500-$2000 range with rare top-end at $10K-50K for critical.
  5. Build a triage SLA: 48 hours to first response, 7 days to severity confirmation, 30/60/90 days to remediation by severity. Hold yourself to it.

Platform vs self-managed

HackerOne, Bugcrowd, and Intigriti charge a percentage of payouts (typically 20-25%) plus management fees. In exchange, they handle researcher onboarding, triage support, payout logistics, and provide a recognised brand that attracts higher-quality researchers. For programs under $500K annual budget, the platform fee is usually worth it.

Self-managed makes sense for programs over $500K with dedicated security operations staff, or for industries (defence, certain regulated sectors) where third-party platforms are not acceptable.

What success looks like

A healthy bounty program in year two: 30-60 valid reports per quarter, average severity P3, 90 percent of submissions triaged within 48 hours, average time-to-fix under 30 days for non-critical, 90 percent researcher satisfaction (measured by repeat submissions). Annual cost: $200K-$1.5M for a mid-market SaaS, comparable to one full-time senior AppSec engineer.

Closing

Bug bounty programs are a force multiplier on a working security program. They are a liability on a broken one. The honest question to ask before launching is not 'should we have a bounty program?' but 'is our internal posture mature enough that paying external researchers will deliver new signal?' If the answer is no, the bounty money is better spent on the gaps that are making the answer no.
